For local businesses, Google Ads is one of the fastest-returning ad channels when set up correctly, because someone searching "Esenyurt dental clinic" or "Bornova car wrapping" is looking for a service right now and wants someone nearby. When set up wrong, a tradesperson in Ankara ends up paying for clicks from Istanbul. In this article, we explain step by step how a local business should set up its Google Ads account at district level, from location settings to map ads.
Targeting in a big city: think neighbourhood, not city
When you select "Istanbul" in Google Ads, you are targeting a population of over 15 million. Yet for most service businesses, the real market is within a 20–30 minute radius. Because of the Bosphorus bridges and E-5 traffic, a customer on the European Side rarely goes to a dental clinic, hairdresser or repair shop on the Anatolian Side. So the first rule is choosing a side: start targeting on the side where your business is, and add the other side only when the data supports it.
Step 1: Draw your service area realistically
Think about how many minutes your customers are willing to travel to reach you. For a café it might be 10–15 minutes, for a surgical clinic 1 hour, for a furniture showroom the whole city. Set your ad area based on that distance; "all of Istanbul" is wasteful for most neighborhood businesses, while "only my neighborhood" limits growth. If you also serve customers outside the city, run those regions in a separate campaign with a separate budget.
Step 2: Set location targeting correctly
When choosing a location in Google Ads, you can enter a district name or draw a radius around a point. A radius usually works better than district boundaries, because neighbourhood lines don't reflect customer behaviour. The critical setting is hidden in the location options: choose "People in or regularly in your targeted locations". The default setting also includes people "interested in" that location and lets in searchers from other cities. In the local accounts we see, this single setting prevents most of the wasted spend.
Step 3: Google Ads keyword structure for local businesses
Set up three groups. The first group is service + location keywords: "Esenyurt car wash", "Beylikdüzü car wash", "Avcılar car wash". The second group is searches containing "near me" and "nearest": for these, Google already uses the location. The third group is high-intent service keywords without a location: "ceramic coating price", "detailed interior cleaning". Write separate ad copy for each group and mention the district name in the copy; when searchers see their own district in the ad, the click-through rate rises noticeably. You'll find the general rules of keyword selection in our keyword article.
Step 4: Link your Google Business Profile
When your Google Business Profile (formerly Google My Business) is linked to your Google Ads account, your ads also appear on the map and in the business cards in search results; your address, phone number, directions and review rating are added to the ad. A complete profile is a must: opening hours, category, photos and an up-to-date phone number. Because the review rating shows in the ad, getting more reviews directly affects ad performance; we see the effect of our 5.0 rating on click-through rate in our own account.
Step 5: Turn on location and call extensions
Add location, call (phone) and sitelink extensions from the ad assets. On mobile searches, a "Call" button converts much faster than filling out a form; especially for services like plumbing, locksmiths and urgent healthcare, the call itself is the conversion. Set your ad schedule to show the call extension only during hours when you can answer the phone; a missed call means lost money and a lost customer.
Step 6: Ad scheduling and device settings
There's no point showing ads while you're closed; set your ad schedule around your opening hours. Most local searches come from mobile; make sure your landing page loads quickly on mobile and your phone number is tappable. Track desktop and mobile results separately in your report; if they differ, adjust your bids by device.
Step 7: Repeat the location on the landing page
Someone searching "Esenyurt car wash" should land on a page that mentions the district name, shows the address and map, and has a call button. If you serve more than one district, opening a short page for each district improves both your ad quality score and organic search. Include a directions link, opening hours and a few genuine customer reviews on the page.
Step 8: Count conversions correctly
For a local business, a conversion is usually a phone call, a WhatsApp message, a directions click or a form. In Google Ads, set up call conversions; on your website, define WhatsApp and phone clicks as conversions. In an account that doesn't count conversions, there's no answer to "which district, which keyword is working?"
How to calculate a daily budget
For a small business, the starting logic is simple: get the estimated cost per click for your sector (Google's Keyword Planner also gives district-level estimates for Istanbul) and multiply it by your target number of daily clicks. It's hard to tell which keyword is working without 10 clicks a day, so in high-CPC sectors (such as lawyers, aesthetics or air-conditioning service), the rule is a narrow area with an adequate budget rather than a wide area with a small budget. Instead of splitting the budget, first finding a keyword set that works in one district and then copying it to the neighbouring district gives sounder results.
Weekly monitoring
In the location report, check which districts and neighborhoods drive conversions; narrow down areas that produce nothing and raise bids on the ones that perform. From the search terms report, add other city names to the negative list. These two reports are the core of local Google Ads management; an hour a week is enough.
